ECONOMIC SURVEY `98-99 - IT'S TIME TO USHER IN SECOND GENERATION OF REFORMS
Article Abstract:
The Economic Survey 1998-99 has recommended introduction of second generation reforms to revive the economy. It has called for greater liberalisation of trade in agriculture for promoting exports. The government must initiate radical reforms in areas of infrastructure services, agriculture and factor markets like labour, land, natural resources and corporate management. Reforms must be introduced in public sector, government and other public institutions and also in legal and tax systems. Export policies and labour laws must be re-examined. The financial sector including banking must be brought under the reform process to bring it on par with international standards. Insurance and pension fund reforms will create a strong long-term debt market. State level reforms are necessary particularly fiscal reforms, decontrol and delicensing. Such reforms will lead to self sustained employment promoting growth. (vv)

WEST BENGAL GOVT TO SPEND Rs2.3 CRORE ON FILM COMPLEX
Article Abstract:
An outlay of Rs230 lakh for the construction of a new film complex in south Calcutta by the ministry of information and cultural affairs of the government of West Bengal. The complex, named Centenary Building, will be constructed to commemorate 100 years of world cinema. The complex will house an archive, an auditorium, a film vault, a library and a research wing. An amount of Rs20 lakh has already been sanctioned to the public works department for preliminary construction work. (khr)
